Reach Stacker Shipping Container Handler Safety & Certification Training

If you work in the shipping terminal and container storage yard, one of the most important daily routine tasks is to lift, move, stack and store cargo containers and finished products. Powered Industrial Lift Trucks — "Reach Stackers" — are the workforce often used to get this job done. Operating this piece of equipment safely requires skill and experience. If a Reach Stacker Truck is operated by untrained or unauthorized personnel, it will likely cause an accident, and such accidents are often serious, even fatal. Therefore, only trained and authorized personnel are allowed to use and operate this Powered Industrial Truck. Operating a Reach Stacker involves the operator, the truck, and the operating environment working together as a team to provide optimum performance and safety.

As such, OSHA 1994 (Act 514) Regulation requires all Powered Industrial Truck operators to go through proper safety training in theory as well as practical before operating. It is the main responsibility of employers to provide this training to their Reach Stacker operators. Operators need to re-train every 12 months, or whenever a new product improvement takes place or a new regulation is amended, to ensure safety in handling and operation is carried out properly at all times.

Scope

The program provides a general understanding on safe operation, laws, guidelines and the appropriate MHE management system.

Objectives

Upon completion of the course, the participants will be able to:

• Understand the Safety and Regulation under the requirement of OSHA 1994 (Act 514)
• Understand the Engineering Principles and determine the Centre of Gravity, Safety Lifting Capacity, Maximum Load Height, and other safe and unsafe conditions
• Understand the Data Plate of the Reach Stacker Truck and be able to use it to determine the Safe Working Load (SWL) at different load center distances
• Understand Hazard Identification, Risk Assessment and Risk Control for daily routine and safe operation tasks
• Improve driving technique by strengthening responsibility, technical knowledge, handling skills and correct operational attitudes to become a competent operator
• Avoid and minimize accidents, keep the workplace in a safe operating condition at all times, and increase productivity and efficiency
• Reduce the high maintenance cost impacted on the company due to breakdown repairs

Training Methodology

Lectures using Bahasa Malaysia and English, an interactive atmosphere for participant training, all hand-out notes in English, and a PowerPoint presentation in English covering all topics. Theory evaluation is conducted in the classroom, and practical evaluation is conducted on-site.
